Value is hard to pin down exactly. James Raw usually changes around 00-00 for a blade with habaki.  The fittings on this are antique and it would not surprise me if the set was around 0-0.  The mount is not as well done as if the whole thing was done by a pro but it is decent.  Likely would cost around 00 to have done but it is at least a few hundred in parts.  Generally something like this would be over 00 but this one will be less due to the issues.
This blade is one that I picked up partially done.  I sent it off to a professional to have finished but somethings were not redone to keep things cost effective.
The tsuka core is new.  It has black lacquered samegawa on it.  The ito is a dark brown silk and it is tight.  The menuki look like modern cast pieces but the rest of the fittings look antique.  Dragon themed fuchi/kashira/tsuba all appear old. The menuki are also dragon themed but look like brass cast dragon pieces.  They are in good detail but modern.
The tsuba has some wiggle to it and could use a bit of tightening.  It only seems to have horizontal play so a little time with a nail set should have it tight if that is what the user wants.
The saya was originally done in white lacquer.  It did not look quite right so It was repainted black and sanded in spots to let the white show through.  It has an almost reverse birch bark look.   The saya is a little small and originally bound a lot on the blade.  The syaya was cleaned out and binds less but still does a bit before the habaki.  It is probably going to loosen over time but it is less than perfect right now.  It is suitable for iai but you need to give it a good pop with your thumb to release it.
The blade has not been used for cutting yet but has lots of scuffs from the blade rubbing on the saya.  It has made some streaks in the polish.   The blade has some other blemishes but overall it is fine for use.  it is strait and sharp.
The blade also feels pretty good in the hand.  2lb 10oz is about medium wight for a katana and  this one feels like it will be a decent cutter.  The blade profile is pretty wide and it has a pleasant shape. The POB is a bit on the high side but with the lower weight the end feeling is something that has a nice sense of presence and feels controllable. I have not cut with it yet but I get the feeling that the blade will do well at cutting tatami.   The edge is pretty good but I would not call it a razor.
